Under Article 10 of EU Regulation (EC) No 1223/2009 and the Product Safety and Metrology Regulations 2019, producers are required to obtain a Cosmetic Product Safety Report (CPSR) before placing cosmetic products on the EU and UK markets.

CPSR from ISCA Cosmetic Testing

  • When is a PET required?

    Preservative Efficacy Tests (PET) such as ‘EP Challenge test', ‘USP Challenge Test', or ‘ISO 11930:2019' are often required as part of the CPSR.

    If the product contains water or requires any preservatives, then a PET test will be required. This is to ensure the product will remain free of microbial contamination for the duration of its useable life.

    Creams, shampoos, micellar water and wet wipes are examples of cosmetic products that will require a PET test. Visit our PET guide to see which test is right for your products.

  • When is a CPSR required?

    If you formulate a cosmetic product to sell within the United Kingdom or the EU then you will require a Cosmetic Product Safety Report (CPSR).

    This includes products such as makeup, shampoo, skin cream, micellar water, soap, shower gel and wet wipes.
