Cosmetic Product Safety Report
EU Regulation No 1223/2009 and Product Safety and Metrology Regulations 2019 require producers to conduct a Cosmetic Product Safety Report (CPSR) for products placed on the market in the EU and UK. ISCA Cosmetic Testing and our partners can help ensure that obtaining the required certification is a simple and smooth process.
CPSR/PET from ICT and partners

When is a PET required?
Preservative Efficacy Tests (PET) such as ‘EP Challenge test', ‘USP Challenge Test', or ‘ISO 11930:2019' are often required as part of the CPSR.
If the product contains water or requires any preservatives, then a PET test will be required. This is to ensure the product will remain free of microbial contamination for the duration of its useable life.
Creams, shampoos, micellar water and wet wipes are examples of cosmetic products that will require a PET test. Visit our PET guide to see which test is right for your products.
When is a CPSR required?
If you formulate a cosmetic product to sell within the United Kingdom or the EU then you will require a Cosmetic Product Safety Report (CPSR).
This includes products such as makeup, shampoo, skin cream, micellar water, soap, shower gel and wet wipes.
PET and CPSR Process
Preservative Efficacy Testing is expected to take between 5-8 weeks from receipt of a 250 g sample at our laboratory, depending on the chosen test type.
If being conducted in conjunction with the CPSR, a combined full report should be available at the end of the PET test period.
